Child Sponsorship (CS) Program – is a one to one child sponsorship of a donor and assigned child selected from the Ancop USA funded villages. The program includes formal education, values formation, creative arts, youth camps, medical and dental care and other prescribed activities by the Child and Youth Sponsorship Program of USA:
Child Sponsorship GUIDELINES
- Start Up
- Identify the Caretaker Team of the village
- The Project Director or Caretaker Team of the site will decide whether the village is ready for Elementary or Pre-elementary Program.
- Identify the Child Sponsorship Coordinator or Program Manager for the site. He/she will be responsible and initiates the planning and coordinates implementation of the program. The Program Manager must attend the Elementary Program Manager’s Training.
- In case the village is ready for Elementary/ CSP program the PD or Caretaker team should advise the Coordinator of Ancop USA if there is an Elementary School inside the village. If there is no Elementary School yet the MPH will be the temporary school. In some cases, other company is sponsoring the Elementary School like for example Meralco.
- Identify the Elementary Teacher. The Elementary teacher should attend the Head start Seminar conducted by CSP National. The Elementary teacher should handle at least a minimum of 15 children and a maximum of 25 children per class. She must stay with the program for at least 2 years.
- Criteria
Prospective enrollees in the Child Sponsorship (CS) program are recruited from the Ancop USA funded villages. Beneficiary data are gathered through interviews by the CSP Program Coordinator or staff at the ANCOP area. These are collated and summarized in the Child Profile form. These Child Profiles are reviewed and dispatched by Ancop USA-Manila to Ancop USA in the solicitation of sponsor’s funds.
Eligibility for the program shall be governed by the following criteria:
- Age level
- Elementary - children with ages ranging from 3 ½ to 6 ½ years old
- High School – children with ages ranging from 7 to 13 years old and must finish the Elementary Program or Pre/Nursery Program
- High School – children with ages ranging from 14 to 17 years old
- College/Vocational – children with ages ranging from 18 to 22 years old.
- Formal resident of the ANCOP site
- Parents willing to cooperate with ANCOP operating guidelines for sponsorship.
- Requirements for Sponsorship
Qualified villages must submit the following child sponsorship requirement/s:
- Child’s profile – template will be provided by Ancop USA
- Latest picture of the child and his/her family
- Copy of the Birth Certificate
- Copy of the Baptismal Certificate (only if Catholic)
- Report card for incoming High School or Elementary scholar
Please note that incomplete sponsorship requirements will not be processed.
- Cancellations by Donors or Sponsors
For some reasons, Sponsors are expected to cancel their participation in the Sponsorship Program. Under this case, concerned ANCOP Program areas shall be duly advised for the update through the latest master list or the corresponding beneficiary profile who will be assigned a new sponsor.
- Termination of Sponsorships of a Beneficiary
Sponsorship under the ANCOP is governed by rules and guidelines aimed at attaining its objectives, which beneficiaries are expected to accept. Any breach of these rules and guidelines as manifested in the following shall cause the termination of their Sponsorship with ANCOP:
- Transfer of residence or our migration – child is living outside the USA villages or has transfer residence outside the village.
- Dual sponsorship – child is a recipient of other sponsorship organization other than ANCOP USA.
- Improvement in economic status of the beneficiary’s family
- Gambling and drug or substance abuse
- Abusive disposition/.manners
- Non-participation and non-compliance with the undertaking agreement of beneficiary with the ANCOP program activities.
- Voluntary termination from the CSP program.
- Failing grades/repeater
- Failure to submit a photocopy of the Assessment or Report Card of the child in the APR – Coordinator will give reasons for the unreleased report card of the child.
Note: Termination Report Template will be provided by Ancop USA
Procedures for Termination of Sponsorship:
- Once a child is in the sponsorship list, the CSP worker conducts an overall assessment of the family’s development under the program of assistance.
- If the child is found to be falling under the ANCOP’s criteria for termination, the Worker prepares a case summary report embodying her findings and recommendations. Efforts must be made to ensure a substantial, factual and concise report.
- The case summary report is assessed by the CSP Head for appropriate action. If the decision is for the child’s termination, the family and child are informed accordingly.
- The necessary preparations for termination are taken to ensure that the process is least disruptive. Feelings of anxiety over the separation from the ANCOP and other familiar people should be worked out.
Procedures for Termination due to Death:
- When a child dies, the CSP Coordinator within 24 hours after the death of the child dispatch a letter to ANCOP. This should be addressed to the sponsor. The child might be unsponsored at the time of death but just the same, a letter addressed “Dear Sponsor” should be sent. The following sponsor should be included :
- The cause of death (if the death is unknown, clearly state that the cause is unknown)
- Steps that were taken to save the child’s life. Assistance that was extended to family before and after the child’s death
- Exact date of the child’s death
- Expressions of sympathy.
- Should there be any outstanding gifts for the departed child, these should be given to the parent/s guardian who should acknowledge the same.
- Communication and Reports
In order to sustain and strengthen the good relationship of the sponsor with the child, youth and family, communications through periodic correspondence and progress reports are prepared by the ANCOP Area CSP Coordinator and dispatched to the sponsors through ANCOP USA. Sponsor’s inquiry is likewise attended to with urgency.
- Thank You Letter (TYL) – for newly enrolled child the TYL is submitted together with the Child Profile;
- Annual Progress Report (APR) – should be submitted 30days after the end of school year. Accompanying the APR is the Thank You Letters of the children. APR template will come from Ancop USA. Copies of the Assessment Card (Elementary) and Report Card (High School) and Grades (college) and citations of excellence will be attached to the APR’s.
- Termination Report (TR) – should be submitted immediately after the child is terminated using the TR template.
Please note that all submitted reports shall be signed by the CSP Coordinator and the ANCOP Head.
- Program Benefits
- Nutrition Program – supplements the daily food intake of the child through provision of nutritious food.
- It provides nutritious meals for Elementary students necessary for the development of their mind and body. This program also helps in teaching the proper eating habits to children. Elementary feeding program is part of the daily school activity of the program.
- High School and Elementary are provided with either snack or food allowance.

Health Program – determines and sustains the wellness of the child. Under the program, the child will be provided with the following benefits:
- Annual Physical Check-up – inclusive of deworming (Elementary), medical and dental check-up
- Vitamin supplementation
- Provision of Medicines – in case sickness
- Hygiene Kit - contents: face towel, toothbrush, toothpaste, cup, soap, tissue paper, comb, nail cutter, shampoo, baby powder and cologne – provided every quarter of the year
- Child Hospitalization - should be provided on a case-to-case basis; Medical abstract and findings will be submitted to the Coordinator and will ask for approval from Ancop USA.
- Values Formation - implemented whole year round that introduces new values each month focusing on the growth and pastoral care of the youth. This is a weekly activity for High School and Elementary. The program will be evaluated in terms of the progress of the members. Approach to these sessions may be in the form of teaching, film showing, role playing or a field trip. The facilitator and the child shall sign the attendance for the week on the attendance sheet that will be submitted to the CSP Coordinator.
- Education Program – child shall enroll in a formal school.
- Elementary – shall be enrolled in Elementary School and not outside the village. The Elementary scholar shall be entitled to the following benefits annually:
- Two (2) pairs of school uniforms
- Two (2) pairs of school shoes (black shoes and rubber shoes)
- School supplies – notebooks, pencils, school bags etc.
- Educational trips
- Tutorial or summer fun activities
- High School and Elementary – shall be enrolled in public school near the village. Enrolling the child in other area or province shall be grounds for termination from the program. The High School and Saga scholars shall be entitled to the following benefits annually:
- Two (2) pairs of school uniforms
- Two (2) pairs of school shoes (black shoes and rubber shoes)
- School supplies
- School contributions
- Food and Transportation allowance
- Educational trips
- Tutorial and values formation
- Other prescribed CSP program activities
- College/Vocational Scholars
- Tuition fees
- School uniforms
- School supplies
- Yearly Budget for Elementary, High School and Siga (pls refer to the attached budget matrix)
- Ancop USA will provide a yearly budget for the Elementary, High School and College Programs.
- Diversion of funds is strictly prohibited; budget reallocations shall be approved by the Ancop-USA.
- Liquidation Reports are to be submitted every end of the quarter.
- No new funds will be released unless previous funds are properly liquidated.
- Monitoring and Evaluation
- Elementary
- Allowable 15 absences per year continuity in the program shall depend upon the evaluation of the Teacher and Program Coordinator.
- High School and Elementary
- Monthly meeting with the Program Manager (Metro Manila sites) and quarterly meeting for the provincial sites
- Quarterly meeting with the sponsored children together with the parents
- Quarterly submission of report cards and value formation attendance.
- College/Vocational
- Submission of receipts as support to the expenses
- Copy of the grade slip every semester
- Monthly meeting with the Coordinator
- Must seek approval from Ancop USA for other school requirements other than those regularly provided by the program.
- Duties and Responsibilities
- Program Manager –
- Coordinates all plans for Elementary with the CSP Head or ANCOP Head before implementing it
- Conducts initial Parent’s Orientation together with the CSP Head or ANCOP head
- Hires the Elementary Teacher for the Program
- Coordinates directly with the Coordinator for Education – Ancop USA
- Responsible for the fund liquidation to be submitted every end of the quarter.
- Immediately report any case of termination.
- Conducts and monitors weekly value formation sessions
- Parent Involvement
- Must be willing to support the school in every way.
- Required to be in school at least once a week to help in all aspects like food preparations, maintenance of school grounds, assisting the teacher as often as necessary
- Parents are ask to provide a more positive support environment at home and try to be a role model to their children by keeping away from vices
- Parents are ask to give a monthly counterpart contribution of (P50/m) and required to render 12 hour-service per month or 3 hours per week. Parents shall be informed that Donors/sponsors serve as assistance to parents in the education of their children.
